League Constitution

The governing document of the Legion of Whom, plus every amendment ever passed

I.League Overview

This is a 12-team, head-to-head style league with three divisions and four teams per division.

Second managers are permitted, though the team will still have only one vote in the league's processes. Buy-in and payout arrangements must be agreed upon between the two managers. Please seek approval from the co-LMs if you wish to add a second manager to your team.

II.Rosters

Roster settings closely reflect ESPN standard leagues. Each roster consists of: QB (1), RB (2), WR (2), WR/TE (1), FLEX (1), D/ST (1), K (1), BENCH (6) and IR (2).

RBs, WRs and TEs are eligible to be played in the FLEX position.

Players who are declared "out" are eligible to be placed in the IR slot. If a player placed in the IR slot no longer carries an injury designation, the team's roster will be locked from making transactions until either 1) roster modifications allow the player in the IR slot to be moved to the active roster or 2) another IR-eligible player is exchanged with the healthy player in the IR slot.

This league observes the ESPN undroppables list to reduce the risk of collusion or other strategies that threaten to erode the competitive balance of the league.

III.Scoring Settings

This league uses a decimal scoring system. See below for a comprehensive list of point values.

Each passing yard is 0.04 points, or 1 point per 25 yards. QBs receive a reward of 0.2 points per complete pass and a penalty of -0.3 per incomplete pass (break-even point is a 60 percent completion rate). This gives a modest reward to efficient QBs and assesses a slight penalty to inefficient ones.

Each receiving yard is 0.1 points. Pass-catchers also earn 0.2 points per reception, or 1 point per 5 receptions.

Each D/ST starts with 11.5 points and loses 0.5 points for each point it surrenders — the break-even point is 25 points allowed, roughly the league-wide average. Values stack: an interception returned for a touchdown earns 2 points for the interception plus 6 for the return TD, totaling 8.

Kicking

Kicker scoring is scaled back compared to standard ESPN leagues, with harsher penalties for shorter missed FGs. There is no penalty for missing a 60+ yard attempt.

IV.Draft Procedure

This league uses an auction-style (salary cap) draft with a $200 budget, conducted at a time determined to be best for the majority of managers. It should be held no earlier than the conclusion of the second week of the NFL preseason, and no later than 24 hours before the first NFL regular season game, except under unusual circumstances. Managers unable to draft at a tentatively decided time should notify one of the LMs of the conflict as soon as possible. The draft can be moved on draft day to adjust for unforeseen circumstances if there is unanimous league approval.

V.Regular Season Schedule

The regular season consists of 14 one-week matchups. Each team faces their division opponents twice per season (6 weeks) and non-division opponents once per season (8 weeks). The regular season has two three-week divisional matchup periods, one mid-season and one to conclude the regular season in weeks 12–14. There is no tiebreaker for regular season matchups.

Standings in each division are determined by winning percentage. If two teams have the same winning percentage, "points for" is used as the tiebreaker.

VI.Free Agency

This league uses Free Agent Auction Bidding (FAAB) for acquiring players via free agency. Each team starts the season with a $100 budget. Submitted bids process early each Wednesday morning. There is no minimum bid. If two or more managers bid the same amount for a player, ties are broken by reverse order of standings.

After bids are processed each week, all unclaimed players become free agents and can be freely added on a first come, first served basis. All free agents lock again once their game kicks off for that week. Players dropped after Wednesday's processing go on waivers for 1 day, subject to the FAAB rules above.

FAAB dollars are not tradeable and do not roll over between seasons.

The FAAB budgets of teams who do not qualify for the playoffs are set to $0 at the conclusion of the regular season. Teams eliminated during the playoffs also have their budgets zeroed at the end of the week they are eliminated, allowing eliminated teams to make acquisitions without interfering with those in contention.

VII.Trades

Trades process automatically after acceptance. There is no trade review period.

If there is ever an objection to an accepted trade, a review can be initiated through the league Discord or by contacting either League Manager. The LMs jointly review the trade; the only grounds for a veto is a trade that threatens the integrity or competitive balance of the league (i.e., collusion).

If a review involves a trade made by one of the LMs, the other LM individually rules on it. If a review involves a trade between both LMs, the rest of the league decides.

The trade deadline is the Wednesday prior to Week 11 at noon ET.

VIII.Postseason

Playoff Seeding & Tiebreakers

Six of the 12 teams advance to the playoffs. Division winners are reserved the No. 1–3 seeds, ordered by winning percentage. The No. 4 seed is the "record wildcard" — the remaining team with the best winning percentage. The No. 5–6 seeds are the "points wildcards" — the remaining two teams with the most points for, regardless of division.

Winning-percentage ties are broken in order:

  1. Most total points for in regular season
  2. Head-to-head record in regular season
  3. Most total points against in regular season
  4. Coin flip

Playoff Schedule

The playoffs span Weeks 15–17. Each playoff matchup lasts one week, and the top two seeds receive a first-round bye. Ties are broken using the seeding tiebreakers above.

Teams eliminated in the semifinals play a 3rd-place game with prize money implications (see Section IX).

Playoff Matchups

During the first two rounds, the top active seed chooses their opponent: in the First Round the No. 3 seed picks among seeds 4–6; in the Semifinals the No. 1 seed picks among the remaining teams. If no choice is submitted, the highest active seed is assigned the lowest active seed.

Consolation Bracket

The consolation bracket follows the same format as the playoff bracket. There is no prize for winning it. Consolation teams have their FAAB budgets set to $0.

IX.Buy-In & Payout Structure

Buy-In

The buy-in is $75, collected via Venmo, due by Aug. 31 at 11:59 p.m. ET each season.

A late payment may be subject to a fee and automatically results in a 10-point deduction from the team's Week 1 matchup, repeating each subsequent week until paid. Payments received after a matchup's first kickoff still incur that week's deduction.

Any manager who has not paid before Oct. 1 is ineligible to collect prize money. If an ineligible team wins prize money, the amount rolls to the following year's pool or is distributed equally among the other managers, at the co-LMs' discretion.

X.Disputes, Amendments & LM Powers

Disputes

For matters not addressed in this constitution, the co-LMs allow time for league-wide discussion, varying with the matter's time-sensitivity. After discussion, a majority vote (seven of 12) determines the outcome; abstentions shift the majority threshold accordingly. Tie votes are decided by the co-LMs. Outcomes can be codified as amendments if the co-LMs deem it necessary.

Amendments

A week-long amendment proposal window opens before each season, beginning no later than Aug. 14. Proposals are presented as polls in the league Discord with only two options: "for" and "against."

Each proposal needs at least 3 approval votes and zero dissenting votes to pass — one dissent nullifies it. However, a proposal with 9 or more approvals passes regardless of dissents. Polls stay open for 72 hours; a co-LM posts the official outcome.

Each manager may have one active proposal at a time. Failed proposals can be reworked and re-proposed. Amendments proposed outside the window require unanimous approval.
